Microsoft has released a major update to its repair tool in response to a number of issues with .NET Framework 4.5 and .NET 4.5.1. This issue is discussed in more detail below.
Microsoft has released the official Microsoft Repair Tool .NET Framework Repair Tool To help users resolve annoying issues with their version of the .NET Framework, an important update is now available that addresses these issues: .NET Framework 4.5 and .NET Framework 4.5.1.

Use these solutions to resolve issues with the .NET Framework
You can Download the .NET Framework Repair Tool Directly from Microsoft servers, to permanently fix .NET Framework 4.5 and 4.5.1 issues
The tool can only repair MSI-installed updates from .NET Framework 3.5SP1 to 4.5.1. The size is less than one megabyte. It will not affect the pre-installed version of Windows. The official changelog contains all changes.
The tool now supports passive and silent modes via the line of commands. It is no longer necessary to use this tool in UI mode. The tool now supports .NET Framework 4.5 and .NET Framework 4.5.1. These products can also be patched and repaired.
An optional command-line parameter is now available to repair a specific version of the .NET Framework and replace other versions.Uses a command line option to save the repaired log file to an alternate location. This command line option can be used to override the default location, which is currently the user desktop (UI) and the %temp% directory in silent/passive modes.
Note: We suggest you save the logs to a designated location. This allows the repair tool to run in log collection mode only and not apply patches. You can collect the logs for investigation and then apply the actual fixes. This new option is optional.
The utility was designed for developers, IT professionals and people with a high level of technical knowledge. However, anyone can use it because these topics are relevant to everyone.
If the repairer does not resolve the NET Framework issue, you can also run DISM. After logging in as administrator on the Symbol of the system, enter each command by pressing Enter.
